The Lagarteiro neighborhood renovation was integrated in the Iniciativa Bairros Críticos program (IBC – Critical Neighborhoods Initiative), launched by the government as an experimental program aiming at the renovation of prior urban areas. The intervention corresponded to an area of about 7,4 ha, comprehending three different phases of project and construction.
The first phase corresponded to the intervention in the public space. Five general principles were followed as a criterion for intervention:
> Overlay the proposed design over the existent situation, ensuring the maintenance of existing infrastructure and utilities alignments;
> Adjust and resize the protection green areas along the ground floors of the buildings, searching for a more balanced design that allows the creation of a larger area available between the streets and buildings;
> General renovation of Infrastructures of the neighborhood, particularly in terms of water networks, sanitation, gas, security, telecommunications and special significance, public lighting, in order to avoid too obscure areas;
> Restructuring of the road system, ensuring accessibility to all emergency vehicles and cleaning services, and better definition of footpaths, the straighter possible, guaranteed crossings of roads with dropped curbs and walkways;
> Use of qualified and durable materials and conversion of green spaces for solutions with greater efficiency and ease of maintenance, the automation of irrigation systems.
The phases two and three corresponded to interventions in the blocks 10 and 11 to 13 respectively, in a total of 24 buildings, with 8 dwellings distributed in 4 floors, with a concrete structure, coated with pre-fabricated panels and ceramic bricks. The main goal of this intervention was the neighborhood valorization, focusing in the following issues:
> Renovation of building facades, including painting of prefabricated elements and treatment of ceramic bricks;
> Stairwell’s closure, including new concrete pavements in common areas and lighting;
> Window replacement, through introducing new systems in aluminum with double glass and shutters;
> Introduction of architectonic elements for hiding clotheslines;
> Replacement of roof ceramic tiles by a new aluminum sheet system with thermal isolation.
> Introducing new nets for water supply, electricity, gas and ITED.
